Underground Infrastructure: Six Weeks of Proposal Work Became Four Days

AI-supported proposal processes and the business story around a major infrastructure bid.

Six weeks of preparation became four days. That was the change in municipal RFP preparation time during this engagement. The project also won a $180 million urban transit tunnel infrastructure contract.

My work concerned the digital and AI processes around technical information and proposal preparation. The engineering and delivery of the physical infrastructure remained with the appropriate teams. I helped make the information useful to the business that had to present its case.

A proposal is an information problem before it is a writing problem

The project connected technical inputs with a custom proposal-generation workflow. The useful work involved more than producing a longer document faster. The material needed a structure that the team could review and use for the opportunity in front of it.

Requirements gathering matters in this kind of assignment. Different contributors know different parts of the answer. The digital process has to bring that knowledge into an intelligible whole, and the resulting narrative has to make the case clear to a reader outside the organization.

The contract outcome belongs to the broader bid and delivery organization. My contribution was to the AI, process and communication work supporting it. That is substantial enough to describe accurately without taking credit for every part of the win.

Faster preparation should leave room for better judgment

A reduction from six weeks to four days changes the practical shape of a bid process. It creates an opportunity for the organization to spend more of its attention evaluating and improving the case rather than assembling material.

That opportunity depends on a useful information structure. The people responsible for the proposal need to recognize the sources and understand how the document fits the particular request. Automation earns its place when it supports that work. The proposal still has to express the organization's actual capabilities and the reasons they are relevant to the opportunity. A faster process is most valuable when the resulting explanation also becomes easier to assess.

The next bid still deserved attention

The retained scope continued with the proposal engine and the information work supporting further municipal infrastructure bids. A reusable process is valuable when it helps a team approach the next opportunity with the right material. It should not make every proposal sound interchangeable.

This is a good example of a consulting assignment in which strategy and execution meet directly. Understanding the business problem led to a custom solution; the solution changed what the organization could prepare and how quickly it could move.
